Deletion of Field History and Field History Archive #inSalesforce

Steps:

Setup | User Interface | check Enable "Delete from Field History" and "Delete from Field History Archive" checkbox | Save

Once the step is completed, grant your users the system permissions below via permission set or custom profile.
