There's one system admin and it says that the license has been consumed in the playground. Why?

There's one system admin and it says that the license has been consumed in the playground. Why?

Remember, a Salesforce license can be provided to other profiles besides the System Admin profile like may be you have given it to 2nd user with Standard User profile.
