Developer Edition:

A Salesforce Developer Edition org is a org that gives you a environment to develop and test existing or new features and test your own custom applications. It's free, and it's yours.

Please note, Developer edition (DE) orgs that haven’t been logged into for 180 days are marked as inactive and queued for deletion

Sandbox:

This is copy of your organization in a separate environment which can be used for testing, training, development etc.. 

These are completely isolated from your production or live organization that is the operations you perform in your sandboxes don’t affect your Salesforce production organization. 

Please note, Sandboxes are locked when all the licenses for a type of sandbox expire. Salesforce deletes sandboxes that have been locked for 60 days.
