Make sure that the button 'Enable Partner' has been added to page layout in Contact. Additionally, make sure that the Account has been enabled as Partner Account.
Assuming that 'Allow using standard external profiles for self-registration, user creation, and login' has been checked in Digital Experience > Setting and that Portal Account Owner Has a Role defined
Make sure both 'Enable Partner Account' button and 'Disable Partner Account' button has been added as shown in video. Else once enable one is added and you have clicked on 'Enable Partner Account' and enabled either the Account the Contact, you cant disable since you wont see the 'Disable Partner Account' option.
Similarly, button 'Log in Experience as User' should be made available if not available in Contact layout so that user can log in. (both in classic and in lightning part of layout like it was done above for the other button)
