Permission Set and Permission Set License
Permission Set -
A permission set is a collection of general and system settings and access/permissions that give users access.
Permission sets extend users' functional access without changing their profiles.
Users can have only one profile but, depending on the Salesforce edition, they can have multiple permission sets.

Assign a Permission Set to a User -
We can assign permission sets or remove permission set assignments for a single user from the user detail page.

Permission Set License -
This extend the functionality of user licenses.
With permission set licenses, we can assign more permissions to users than their user license supports.
Salesforce validates if users have the licenses required for a permission set. If we assign users to a permission set who don’t have the licenses required, we receive an assignment error.
Assign a Permission Set License to a User -
We need to assign a permission set license to a user before we can assign certain permissions.
