Insert new picklist value using Dataloader

In the .csv sheet, in the picklist field column add the values you want for the corresponding record(s), save and import as usual.

This will add the new value in the picklist field along with the import work.

Note:

If we want to use this new value, we have to go to the picklist field and activate this new value. (When inserted in this way, the new value is added as inactive value).

If there are record types, make sure the new value is added to the record types where we need.
